Summary

This is the shortest kind of document in the PURSUE collection and a new kind of source: not a military report or an intelligence file, but the running commentary of a local law enforcement officer at an interstate highway in Colorado, filming an object in the sky. It is the first document released under the LLE (Local Law Enforcement) prefix, and it opens a new category in this archive.

The page holds four time-stamped blocks, from [00:00] to [01:00]. In them the officer says "I am watching another orb," estimates its height at about 300 feet, states that a radar check showed no aircraft in the area, says it "has been flying stationary for about 15 minutes," and finally reports: "Okay, the craft is flying closer to me now. I can see it." Every detail that would locate the event (date, time, mile marker and interstate number) is blacked out.

A new kind of source

The document follows the format of the other 2026 transcripts: the letterhead of the Office of the Under Secretary of War, Intelligence and Security; the title "Transcript of an Unresolved UAP Report, Colorado, October 2023"; an italic introduction identical to the official blurb; and "Beginning of transcript." What follows is laid out in 15-second blocks. Two voices are labeled: "Speaker," the officer, and "(Background Radio)," fragments of radio traffic picked up by the recording. Two blocks contain only sound notes. There is no closing marker; the page simply ends after the [01:00] entry.

The text layer of the PDF is empty, so the page has to be read as an image. It is clean and fully legible; the only gaps are the redaction boxes and the ellipses the transcriber used where speech is cut off.

What the officer says

The first block sets the scene: "Okay, it is [redacted], approximately [redacted] hours. I am at mile marker [redacted] I-[redacted] westbound direction. I am watching another orb that is flying approximately..." Two details deserve attention. The officer is on or beside the westbound side of an interstate highway. And the word "another" implies that at least one earlier orb had been seen, either earlier the same day or on a previous occasion; the transcript says nothing more about it.

At [00:15] the sentence continues: "...300 feet up off the ground. I did check radar, there is no aircraft flying in the area." Both claims come without method. The transcript does not say how the height was judged, and an isolated light in the sky, with no reference object beside it, is hard to place at any distance or altitude. Nor does it say what "radar" was checked, whether an official source, a dispatcher's query or a public flight-tracking service.

At [00:30], after a radio fragment ("...clearance..."), the officer adds: "This has been flying stationary for about 15 minutes." "Flying stationary" is an awkward phrase, but its sense is hovering, and it means the observation had begun at least a quarter of an hour before this portion of the recording. At [00:45] the transcript records only "(Sound of vehicles passing)." At [01:00], after "(Sound of a large truck passing)," comes the last line: "Okay, the craft is flying closer to me now. I can see it." The vocabulary shifts from "orb" to "craft," and the object, until then stationary, is now said to be approaching. What "I can see it" adds, whether shape, detail or simply clearer sight, is not stated.

Just as notable is what the officer does not say. The transcript contains no description of color, shape, size, sound or lights. Those details come only from the official descriptions of the accompanying videos (below).

What was removed, and why

The four redactions in the officer's opening words (apparently the date, then the time, the mile marker and the interstate number) are each marked "(b) (7)(A), (b) (7)(C)." These are exemptions of the Freedom of Information Act: (b)(7)(A) covers law-enforcement records whose release could reasonably be expected to interfere with enforcement proceedings, and (b)(7)(C) covers information whose release could reasonably be expected to be an unwarranted invasion of personal privacy. The two radio fragments are withheld under (b)(7)(A) alone. The introduction explains the purpose: "To protect the identity of the source, as well as law enforcement activities."

The result is that the event cannot be placed more precisely than "Colorado" and "a westbound interstate." The coordinates this archive uses for the map are a statewide approximation, not the location of the sighting. The officer's agency, whether city police, county sheriff or state patrol, is not named either.

The videos and the AARO caution

The transcript is paired with video LLE-UAP-PR004 (DVIDS 1023416), and three further clips from the same report were released: LLE-UAP-PR001 (DVIDS 1023409, 1 minute 19 seconds), PR002 (DVIDS 1023412, 15 minutes) and PR003 (DVIDS 1023414, 27 seconds). PR004 runs 1 minute 42 seconds. According to their official descriptions, the officer submitted the footage, shot on "a commercially available cellular device's rear-facing camera," to the All-domain Anomaly Resolution Office (AARO) and described the phenomenon as "silent" and featuring "red, blue, and green flashing lights." AARO blurred the bottom half of the frame to protect privacy (in PR003 and PR004 only for the first 2 seconds).

There is one inconsistency. The descriptions of PR001, PR002 and PR003 date the footage to October 2023, as does this transcript's title, while PR004's description says January 2024. The transcript cannot settle the question, because its own spoken date is redacted.

The PR004 description notes that "an approaching vehicle influences the camera's automatic image-processing filters, including autofocus" between 00:36 and 01:04, and again between 01:28 and 01:37. The transcript's "(Sound of vehicles passing)" at [00:45] and "(Sound of a large truck passing)" at [01:00] fall inside the first of those windows, consistent with the pairing. All four video descriptions end with the same AARO comment: "Cellular devices of the type used to capture this footage employ autofocus and other automated image-processing functions that may distort the apparent morphological and kinematic characteristics of distant subjects, particularly at high magnification."

Significance

The document's value lies less in what it proves than in what it represents: a report that reached AARO from a local law enforcement officer rather than from a pilot, sensor operator or intelligence officer, released with its own transcript and four videos. The narration has the elements an analyst looks for (a location, an altitude estimate, a duration, a check for aircraft), but each is the officer's own unmeasured judgment, there is no second witness on the page, and the details that would allow independent checking are withheld.

"Unresolved" in the title means only that the case has not been explained; the release offers no assessment of what the light was. Neither the transcript nor the video descriptions mention drones, aircraft lighting, astronomical objects or any other candidate explanation, and nothing indicates whether the case was investigated further.
