Army Air Force Files - Twining Memo, USAFE TOP SECRET, and Project SIGN
Operationally significant documents from USAAF (1944-1948) and USAF (1949-1967) archives. Includes the September 1947 Twining Memo in which General Nathan Twining declares "the phenomenon reported is something real and not visionary or fictitious," the USAFE TOP SECRET cable from November 1948 in which an American officer reports "Swedes conclude that source of objects is non-terrestrial," and early Project SIGN material — among the strongest evidence in the archive (significance 9.6-9.8). PURSUE Release 4 added the foundational documents of official UFO study: the 1948 Project Sign progress report; the Top Secret joint USAF/ONI Intelligence Study No. 203 (1948 draft and 1949 edition), which concluded that "it appears that some object has been seen" but could not be identified; the O'Brien Committee file reviewing Project Blue Book (1966-1967), which includes a sanitized copy of the 1953 Robertson Panel report; the 1955 Blue Book correspondence file; and the joint U.S.-Canadian aviation-projects file with the KC-97 Newfoundland radar-visual incident. PURSUE Release 5 added the Air Materiel Command and Project Sign file, containing Maj. Gen. Charles P. Cabell's letter of 3 November 1948 -- "The conclusion appears inescapable that some type of flying object has been observed" -- alongside the Command's reply based on a study of some 180 incidents. It also added the War Department's January 1947 intelligence review of the "Ghost Rockets" over Scandinavia.
